AN INSIGHT TO GESY
A NATIONAL HEALTH SERVICE FOR THE REPUBLIC OF CYPRUS
Launched in June 2019, the Republic of Cyprus, following a massive structural overhaul, transitioned its health system into a modern, unified hybrid model known as GESY. It largely replaced a deeply fragmented dual-sector healthcare system. This framework, which had existed on the island since its independence in 1960, generally lacked universal coverage, splitting care directly between the public and private sectors across the island. Today, GESY, which successfully covers over 90% of the population, is a universal, single-payer healthcare system administered by the island’s Health Insurance Organisation.
A HYBRID SYSTEM
GESY functions as a hybrid National Health Insurance scheme. This means that the system operates via a competitive mix of both public and private healthcare providers. This means that the general public is able to access care at both state-run hospitals and contracted private medical facilities across the island.
MANDATORY CAPPED PAYROLL DEDUCTIONS
GESY is financed using a contribution-based national social health insurance model. This is made up of both mandatory, capped payroll deductions and a series of state subsidies. This means that access to care is largely available for a minimal out-of-pocket cost for all beneficiaries.
A GATEKEEPER MODEL
The system relies on a physician-centred, gatekeeper model to manage treatments. All residents must register with a local general practitioner to gain access. This means that patients must see their GP first to secure referrals for further specialised treatment. The comprehensive benefits package includes outpatient services, GP visits, specialist appointments, lab tests, and prescription medicines. Non-residents can also access care, but must first register for a specific INSURANCE MEDICAL CARD before travelling to Cyprus.
